Today, OpenAI released a policy paper titled Industrial Policy for the Intelligence Age: Ideas to Keep People First. It’s not a product announcement or a technical whitepaper. It’s a political document — a bid to shape the conversation about how society should organize itself around AI as it scales toward what OpenAI calls “superintelligence.”
Whether you find that term exciting, alarming, or somewhere in between, the paper deserves attention from educators. Not because OpenAI has all the answers — it doesn’t, and it says so — but because the questions it raises are landing squarely on our doorstep.
What the Paper Actually Says
The core argument is straightforward: AI is advancing fast enough that existing policy frameworks won’t keep up, and we need a new industrial policy — on the scale of the Progressive Era or the New Deal — to ensure the benefits are broadly shared rather than concentrated among a few.
OpenAI organizes its proposals around three principles: share prosperity broadly, mitigate risks, and democratize access and agency. The specific ideas span two major sections.
Building an Open Economy. This is the paper’s most concrete section. It proposes giving workers a formal voice in how AI is deployed at work, lowering barriers to AI-powered entrepreneurship through microgrants and shared infrastructure, treating access to AI as a right akin to electricity or internet access, creating a Public Wealth Fund so citizens share in AI-driven economic growth, converting productivity gains into shorter workweeks and better benefits, building portable benefit systems not tied to a single employer, expanding pathways into human-centered work like caregiving and education, and accelerating scientific discovery through distributed AI-enabled labs.
Building a Resilient Society. This section addresses safety and governance: developing tools to detect and prevent AI misuse, building trust and verification systems for AI-generated content, strengthening auditing regimes, creating model-containment playbooks for dangerous AI systems, establishing guardrails for government AI use, creating mechanisms for public input on AI alignment, and building international coordination frameworks.
The paper closes with a call to start the conversation, announcing a feedback channel, a fellowship and research grant program, and a new OpenAI Workshop in Washington, DC.
The Honest Assessment
There’s a lot to like here. The paper acknowledges real risks — job displacement, concentration of wealth, misaligned AI systems — and doesn’t wave them away with techno-optimism. The call for a Public Wealth Fund, portable benefits, and a right to AI access represent genuinely ambitious policy thinking. The framing around worker voice and human-centered work is welcome coming from one of the companies most directly responsible for the disruption it describes.
That said, a few caveats are worth noting. First, OpenAI is not a disinterested party. This is a company navigating a transition to a for-profit structure while asking for a policy environment that preserves its freedom to innovate. The paper’s emphasis on avoiding “regulatory capture” reads differently when you consider who’s writing it.
Second, the education section is thin. Schools, universities, and the entire learning ecosystem are mentioned in passing — as places where AI access should expand and where AI-enabled labs might be distributed — but there’s no dedicated treatment of how education itself needs to transform. That’s a significant gap, and it’s one we should fill ourselves.
Third, the timeline is vague. The paper treats the transition to superintelligence as already underway but offers no framework for sequencing its proposals or distinguishing near-term priorities from long-horizon aspirations.
None of this makes the paper unserious. It makes it a starting point — which is exactly what OpenAI says it is.
What School Leaders Should Do Now
If you lead a K-12 school, a district, or a university, this paper is a signal that the ground is shifting beneath your institution faster than most strategic plans account for. Here’s how to respond.
Audit your AI posture honestly. Most schools have an AI policy. Few have an AI strategy. There’s a difference. A policy tells teachers what they can’t do with ChatGPT. A strategy asks what your institution looks like when every student and every teacher has access to a system that can perform month-long projects in hours. Start by mapping where AI is already being used (formally and informally), where it could create value, and where your institution is most exposed to disruption.
Redefine what you’re teaching and why. The paper’s discussion of AI handling tasks that currently take months should sharpen a question educators have been circling for two years: if AI can draft, analyze, summarize, and compute at a professional level, what is the irreducible core of what students need from school? The answer probably involves judgment, ethical reasoning, collaboration, communication, creativity, and the ability to direct AI effectively. But most curricula haven’t been redesigned around those priorities. Start now. Don’t wait for a committee to finish deliberating in 2028.
Invest in AI literacy as a foundational skill. OpenAI’s call to treat AI access as a right implies that AI literacy belongs alongside reading and math as a baseline capability. This means more than a single elective or a professional development workshop. It means embedding AI fluency across subjects and grade levels — teaching students not just how to use AI tools but how to evaluate their outputs, understand their limitations, and think critically about their societal implications.
Prepare for workforce disruption among your own staff. The paper’s proposals around worker voice and efficiency dividends apply to schools too. Administrative roles, curriculum development, assessment design, and even aspects of instruction will be reshaped by AI. Get ahead of this by involving staff in decisions about AI adoption, investing in retraining, and being transparent about how roles may evolve.
Recognize that AI displacement is already hitting your community. Here’s something most school leaders aren’t talking about yet: your teachers, counselors, and support staff have spouses, partners, and family members whose jobs may be restructured or eliminated by AI. The copywriter married to your English teacher. The paralegal who’s the parent of your star student. The accountant whose kid just started ninth grade. When OpenAI talks about entire industries being reshaped, those aren’t abstract statistics — they’re the households in your school community. Staff dealing with a partner’s job loss or career upheaval will bring that stress into the building. Schools need to be prepared for this as a pastoral and institutional reality, not just a policy abstraction.
Understand that tuition-paying families are on the front lines of disruption. For private schools and universities, especially, this is also a business problem. The families writing tuition checks are disproportionately concentrated in the white-collar professional class — exactly the demographic most exposed to near-term AI displacement. Lawyers, financial analysts, marketing directors, software engineers, and middle managers — these are the parents funding your institution. When those careers compress or disappear, enrollment decisions change fast. A university charging $60,000 a year needs to think carefully about what happens when the career its graduates expected to enter no longer exists in the same form, and when the parents who were paying for it are themselves navigating a career crisis. This isn’t a five-year problem. It’s happening now.
Build partnerships now. The paper calls for public-private collaboration and distributed AI-enabled research infrastructure. Universities should be positioning themselves as nodes in that network — not waiting to be invited. K-12 districts should be forging relationships with local colleges, AI companies, and workforce development organizations. The institutions that build these partnerships early will have a seat at the table when resources flow.
Take the equity dimension seriously. OpenAI’s framing around democratizing access is correct: without deliberate effort, AI will widen existing gaps. Schools serving low-income communities, rural areas, and historically marginalized populations need more AI investment, not less. Leaders should advocate for funding, connectivity, and training resources that reach every school, not just the ones that already have tech coordinators and innovation labs.
What Speech and Debate Leaders Should Do
If you run a speech and debate program — whether through the NSDA, NCFL, a state association, or a college circuit like NDT/CEDA, NFA, or NPDA — this paper is both a content goldmine and a structural challenge.
Make AI policy a centerpiece of your topic selection and curriculum. The themes in this paper — industrial policy, the future of work, AI governance, the distribution of economic benefits from technology — are among the most important policy questions of the next decade. They belong in Public Forum, Lincoln-Douglas, Policy, and Congressional Debate resolutions. Encourage students to engage with primary sources like this paper rather than relying solely on news summaries.
Confront the AI-in-competition question head-on. The paper’s discussion of AI systems performing tasks that take humans hours or months maps directly onto the competitive forensics problem: students can now use AI to generate cases, blocks, briefs, and speeches. Pretending this isn’t happening or relying on honor codes alone won’t work. Organizations need clear, enforceable, and regularly updated policies that distinguish between legitimate AI-assisted preparation (using AI to research, brainstorm, or check arguments) and illegitimate AI-dependence (having AI write your case for you). The goal should be preserving the educational value of the activity — which comes from the thinking, not the output.
Use the moment to teach what debate has always claimed to teach. Speech and debate organizations have long argued that forensics develops critical thinking, research skills, persuasion, and civic engagement. The AI transition is the ultimate test of that claim. If your students can critically evaluate a document like this — identify the assumptions, weigh the proposals, spot the self-interest, and articulate alternatives — they’re demonstrating exactly the skills that matter most in an AI-saturated world. Lean into that. Design exercises, practice drills, and tournament topics that require students to do the kind of analytical work AI can’t easily replicate: weighing competing values, making judgment calls under uncertainty, and persuading real human audiences.
Rethink event structures for an AI world. Extemporaneous speaking, impromptu, and oral interpretation all test skills that become more valuable as AI handles more written and analytical work. Events that reward live thinking, adaptability, and human presence may deserve more emphasis. Conversely, events that primarily test research compilation and written brief quality may need structural reforms to remain educationally meaningful. This is a conversation for national boards, but local coaches and program directors can start experimenting now.
Advocate for access. OpenAI’s right-to-AI framing applies directly to competitive forensics, where resource disparities already shape outcomes. Programs at well-funded schools already have access to AI research tools, premium databases, and coaching staff who understand the technology. Programs at under-resourced schools often don’t. National organizations should be developing shared AI resource libraries, subsidized tool access, and training for coaches in lower-resource settings. The NSDA, in particular, is well-positioned to lead here given its existing infrastructure and reach.
Prepare students to be the policymakers this paper is calling for. The paper explicitly calls for democratic processes, public input mechanisms, and a new generation of policy thinking around AI. Speech and debate alumni disproportionately go into law, policy, government, and advocacy. The training they receive now — in evidence evaluation, argumentation, and public deliberation — is precisely what the governance challenges ahead will demand. Make that connection explicit. Help students see that what they’re doing isn’t just a competitive activity; it’s preparation for one of the most important civic challenges of their lifetimes.
The Bottom Line
OpenAI’s paper isn’t perfect, and you should read it with appropriate skepticism about who wrote it and why. But the core message — that AI is reshaping the economy and society fast enough to require ambitious, coordinated responses — is correct. Educators and forensics leaders can’t afford to be spectators in this conversation. The institutions and activities we lead are where the next generation is learning to think, argue, create, and collaborate. How we adapt those institutions in the next few years will shape whether AI becomes a force for broad human flourishing or another engine of concentration and inequality.
